- Budget Amendments
- Administration requests the Board of Commissioners adopt a Resolution requesting NC DOT add Sherman Pines Drive to the secondary road system.
- Harnett County Emergency Services is seeking Board approval to donate two small cargo trailers to the Harnett County Chiefs Association. These trailers will be utilized by the Swift Water Rescue Team and the Honor Guard. These trailers have aged out of our fleet and are excess items. The trailers will be registered and insured under the Harnett County Chiefs Association.
- Harnett County Emergency Services on behalf of Buies Creek Fire Rescue is seeking Board approval to move forward with the demolition of an old building and replacement of that with a metal 45x50x14 with three 12x12 bay doors on the street side of the building with an 8x8 bay door at rear of building. The total cost of the project will be $223,596, Demolition cost $89,810 and new construction cost $133,786.
- The Harnett County Public Library respectfully requests to continue our membership of the NC Cardinal consortium. As a member of this consortium, the Harnett County Library and affiliate/branch libraries have access to a shared catalog with other participating library systems as well as an integrated library system and shared library material. This collaboration with the North Carolina State Library and other member libraries leverages federal and local funds to achieve operational efficiencies and savings for the library while providing more effective use of public library resources.
- The Harnett County Public Library respectfully requests permission to apply for the State Library of North Carolina’s Bright Ideas Grant. The general goal for this grant is to inspire and galvanize libraries with an opportunity that will allow for the design and implementation of creative solutions and innovative ideas to solve unique problems in their communities. If awarded, the Harnett County Library will use grant funds to strengthen capacity, expand access, and engage the Harnett County community with services and programs that improve physical and mental health as well as nutritional education. This grant is for up to $15,000 with no matching funds nor recurring expenses.
- General Services / Animal Services Director requests the Board of Commissioners approve a project ordinance for the amount of $26,750 for Professional Services. The project ordinance will set up funding for the Needs Assessment Study & Conceptual Design project. Shelter Planners of America (SPOA) intends to begin project as soon as possible following Board approval.
- DSS would like to use the $125,212.64 of ARPA Funding allocated to Harnett County FNS (Food and Nutrition Services) to pay overtime to employees during the months of July and August of 2022. The funding is to be used to support the counties efforts of administering the FNS program due to the workload increases brought on by the pandemic. These employees will not have a total of 80 hours or more during those two months but need the extra time to work to bring their caseloads current. Since the money has to be spent within July and August and can be spent to administer the program, DSS is requesting a waiver of the 80 hour requirement.
- Harnett Regional Water requests the Board approve an engineering consulting agreement (task order no. 2) with MBD Consulting Engineers PA out of Pinehurst, NC and Conway, SC. This agreement is for the North Harnett Wastewater Treatment Plant Capacity Upgrade Project. This is for the second engineering task order of the project which consists of the preliminary and final design phases.
- Harnett Regional Water requests the Board approve the acceptance of grant funding in the amount $3,800,000 for the North Harnett Waste Water Treatment Plant Capacity Upgrade Project and adopt a Resolution agreeing to meeting the conditions of the grant.
- Public Comment Period Period of up to 30 minutes for informal comments allowing 3 minutes for each presentation. Please note the Harnett County Board of Commissioners adopted revisions to the Rules of Procedure, Rule 29. Public Comment Period on April 4, 2022. Speakers are requested to signup prior to the meeting. Speakers may sign up by contacting the clerk at [email protected] at least one hour prior to the start of the meeting or by utilizing the signup sheet at the back of the room. The signup form will be picked up by the clerk 5 minutes before the published meeting start time.
- Motion to adopt a Resolution Dissolving the Harnett County Economic Development Commission.

Harnett County Board of Elections
The Board will be finalizing plans for the seventeen days of early voting for this fall's General Election.
Let's start asking the Board to:
- reduce the number of One Stop Voting Days locations to one--the Lillington Commons.
- hire equal representation of Republicans & Democrats for poll workers and judges.
- never allow drop box locations within our county.

Harnett County Informational Sessions
The Harnett County Manager's Office will provide residents an opportunity to learn more about Harnett County government departments, services, and initiatives. County Manager Brent Trout will discuss topics such as the 2023 County Budget, the Strategic Plan, Broadband, economic development, County growth, Parks & Recreation and other initiatives.
Time permitting, a question-and-answer period will follow.
